Bernard Lansky notes that about 3 percent of Iowa old age assistance recipients lived outside the state as of January first. Of 1 154 recipients in 38 other states and the District of Columbia, most moved to be near relatives. California stood out with many moving for a milder climate. Town law requires residency in Iowa for aid, but absence may be temporary if the resident does not meet the local state's residency rules.
