Transfer of Air Unit Commander After East Germany Incident

Washington AP reports the USSR returned three American flyers shot down over East Germany after officials said the aircraft strayed. The commander of the unit operating the plane, Col. Arthur Small, was reassigned to HQ of the 17th Air Force as assistant deputy chief of staff for operations. No official comment on whether the move stemmed from the RB-66 incident. DeWitt Spain was named to succeed Small at the 10th Reconnaissance Wing in Alconbury England.

North Dakota judges refuse third remap appeal

A panel of three federal judges in BISMARCK declined to hear a new appeal seeking to halt reapportionment machinery for the June 30 primary.
