City expands flood buyout appraisals to use higher values
Cedar Rapids officials widen the buyout process by basing offers on a new city paid appraisal if it exceeds the assessor value. The change follows council opposition to a volunteer review panel and could shift hundreds of dollars in pre flood valuations for flood damaged homes near the river. The city caps city paid appraisal costs at 250 dollars, half of the appraisal fee.
