Erbe Names Helscher to Highway Job in Iowa

Gov. Norman A. Erbe announced six Senate appointees including Howard B. Helscher to replace a Democrat on the Iowa Highway Commission for a four year term starting July 1. The release also names a Regents nominee and Real Estate Commission updates with several confirmations and vacancies noted.

Kennedy seeks farmer drafted farm programs and wider aid

President Kennedy proposed shifting farm program making from Congress to the secretary of agriculture and to farmers via advisory committees. Farmers could vote on programs through referenda, with two thirds approval required, and full effect in 60 days unless vetoed.
