The Senate quickly approved a bill to establish naval air stations at eight British bases in exchange for destroyers as part of a 346 million dollar defense program including Guam Samoa and global fortifications. It also backed a 1.53 billion supplemental defense fund with 169 million for Guam and 8.1 million for Samoa and sent related measures to the House. President Roosevelt seeks 300.8 million for naval deficiencies and ordnance.
A Turkish diplomatic source said three German warplanes that flew over Turkish fortifications on the Bulgarian frontier were fired on by Turkish anti aircraft batteries Monday night. The incident comes amid heightened tensions and regional instability.
Cedar Rapids voters in light turnout re elected Ernest Kosek to a three year term on the board of education and named Arthur Bye to succeed H H Hoadley. The electorate also approved selling Jefferson school by a wide margin. Kosek led with 1,204 votes and Bye had 1,081 while the Jefferson property sale passed 1,264 to 300.
A British source says spring blitz in the sea war has begun and anti submarine and air threats loom. Air Chief Marshall Linlair notes reinforced American air power will arrive for the Battle of Britain while Britain can man the American fleet if needed. Admiralty reports 29 ships lost in the week to March 2, contrasting German claims of large sinkings.

Linn county highway safety commission recommended automatic traffic signals at two dangerous highway 30 intersections in the city to replace four way stops. A heavy blast shattered the Pera Palace hotel Tuesday night, minutes after George W. Rendel former British minister to Bulgaria and his legation staff moved in as headquarters. Screams echoed as police and fire crews entered the building amid smoke and debris.
A federal grand jury indicted Transocean German News Agency and its manager Manfred Zapp and Guenther Tonn on foreign agents registry violations. Transocean allegedly opened a US branch in October 1938 to aid the German government and Nazi interests without registering. Zapp as manager is charged with aiding and abetting.
Four Cedar Rapids youths injured in a crash when their car struck a semi trailer truck stopped crosswise on Highway 218 a mile south of the airport around 10 p.m. Monday. The driver Vern Stolba 20 and passengers Phyllis Merrill 17 Sally Wykle 18 and Bob Warren 20 suffered varying injuries. all but Merrill were discharged from St Luke's hospital. The truck driver W Newton 32 said his vehicle skidded while climbing a hill and stopped crosswise. A second incident on Highway 30 six miles west of Cedar Rapids left M W Howell 38 with minor facial cuts after his car skidded and overturned on icy pavement.
Washington officials said the selective service will call 600000 draftees in the first year to reach 1418000 army strength by July 1, 1920. The plan cut 200000 draftees from the original target and may cap regulars at 300000 as enlistments rise.
President Roosevelt signed the British aid bill as Congress completed action approving a $7,000,000,000 starting appropriation for this year. The measure, described as the largest peacetime appropriation, would fund weapons and supplies for Britain, with potential later adjustments and transfers from current war stocks.
