Defense Secretary Laird unveils a strategy of realistic deterrence to deter war by mobilizing total Free World military power and forceful negotiations from strength. His annual defense report to Congress stresses a hold-the-line stance on strategic nuclear weapons and proposes a small gain for the Safeguard anti missile system pending arms talks.
The Nixon administration asked Congress to authorize a limited Safeguard antimissile expansion this year, choosing between a fourth ABM site at Warren Air Base in Wyoming or near Washington, with President to decide.
