Francis J. O'Brien, 32, of Independence, jailed briefly after pleading guilty to a second offense drunk driving. Police said he drove erratically near Oakland road NE between O and J avenues and nearly struck a patrol car. He paid 500 fine with 100 down and 50 monthly.
