Roosevelt Bans Bid-Price Fixing in Government Contracts
President Roosevelt issued an executive order allowing bidders on government, state, or municipal contracts to reduce bid prices by up to 15 percent below code-authority prices. The move targets uniform NRA bids while preserving code authorities, aiming to boost fair competition and ease material shortages. The order directly affects steel and other industries tied to NRA provisions, and marks a shift in bid practices without dismantling the code system.

Government price cuts spark NRA review
The article notes officials predicting a Friday night order will push lower prices on products bought by governments and the public. Bidders may cut bids by 15 cents under the lower price and post their bid with code authority. Consumers and the NRA advisory board condemn the price fixing practice. The President says the move gives the public the same vantage as government and industry buyers. Complaints about unfair bidding can be filed with NRA Administrator Hugh S. Johnson for investigation and decision.

Where Sinners Meet at the Iowa in a Clever, Piquant Show
Review notes a clever but controversial U S film at the Iowa starring Clive Brook as a suave wealthy man who traps runaway couples in his home and manipulates outcomes. Diana Wynyard and Reginald Owen co star with Billie Burke while accents and humor divide critics. A second feature Manhattan Love Song fares weaker with Robert Armstrong leading a shopworn plot. A Pathe news clip finishes the bill.
