White House defends financial monitoring program
The Bush administration defends a secret anti-terrorism finance monitoring program noting safeguards for privacy while critics compare it to warrantless spying. Treasury Secretary Snow calls it government at its best as lawmakers and civil liberties groups question the scope and impact on rights. The program taps a Belgian firm's database routing millions of daily transactions through hundreds of countries. Snow says tracing funds helps locate operatives and financiers linked to al Qaida, with officials stating it began after 9 11. Cheney denounces media disclosures as harmful to national security.
