Accounting change lets Iowa end year in black
Iowa can end its budget year with a $972,929 surplus due to an accrual accounting shift for income tax withholding and delayed agency purchases. Acting Comptroller William Krahl notes $45 million in withheld taxes counted now and $5 million from unreceived agency orders, aided by June revenue gains.
