Bergland predicts no overturn of embargo in Congress
Agriculture Secretary Bergland says Congress will not overturn Carter's partial grain embargo on the Soviet Union, calling a reversal an unmitigated disaster for U.S. foreign policy. He cites politics and warns about signaling weakness to Russia. He notes possible shifts if Afghanistan moves toward peace and Russia meets U.S. conditions, with bipartisan bills already proposing an embargo lift.
