Cedar Rapids fights plant criticism over size and cost
Cedar Rapids officials dispute charges that the $70 million Otis Road treatment plant is oversized. Public Improvements Commissioner Richard Phillips argues EPA and state DEQ say the plant is appropriately scaled and notes cost now estimated under $60 million. The plant, financed 75 percent by federal funds, faces ongoing hearings as construction progresses toward a 1979 opening with local and industrial cost shares and a payback plan tied to plant usage.
