Des Moines leaders across parties refuse to consider a voluntarily approved contract between the state board of regents and University of Northern Iowa faculty. They say the pact is illegal for requiring negotiations re opening next year, violating two year contract rules, while a pay and fringe benefits bill advances in the special session.
Speaker Thomas O'Neill denounces amendments to a foreign aid bill as demagogic amid moves to restrict U S contributions to international loan agencies and bar Vietnam reparations. The House approved the Vietnam reparations ban 359 to 33 as debate spanned a second day of work on the bill.
A naptha spill from Patch Rubber Co. dumped into the Akron sewer system triggered a series of blasts across the west side. Craters opened, streets and manholes were lifted, a water and gas main broke, and several blocks were evacuated with no injuries reported.
The Supreme Court ruled that state prison officials may prohibit inmates from soliciting fellow inmates to join unions and bar bulk mailings from external organizers. The decision reversed a lower court ruling that North Carolina officials violated prisoners rights by banning such activity. The ruling allows prisons to restrict union activity without abolishing unions inside facilities.
LOCUST GROVE Okla a convicted rapist who escaped jail in 1973 was charged Thursday with first degree murder in the June 13 slayings at Camp Scott near Locust Grove. Gene LeRoy Hart 33 faces one murder count for Lori Farmer 8 Doris Milner 10 and Michelle Guse 9 all Tulsa Broken Arrow and sexually assaulted. District Attorney Sid Wise urged citizens with information to contact authorities and warned against picking up hitchhikers.
Neighbors fear after the killing of 74 year old Luzerne resident Charles Placar. He was found by his nephew Cecil Gilbert and friend H H Dodd with hands tied behind his back. Autopsy found two small caliber gunshot wounds to the head. initial shotgun reports were later corrected. Robbery appears motive. no suspects named as officers seek clues with aid from state patrol and investigators.
