The forecast calls for a 40 percent rain chance tonight and 30 percent Friday with Lows in the mid 50s and highs in the low to mid 80s. The outlook mentions thunderstorms possible this evening and Friday and advises on conditions for outdoor plans.
Energy Secretary James Schlesinger announced a standby gas rationing plan to be used only in major supply disruptions. The plan would mail quarterly ration checks based on vehicles owned, redeemable for coupons at stations with 25 percent cuts possible, plus a white market for extra coupons.
President Carter proposes a no frills 15 to 20 billion dollar tax cut for next year as part of a compromise with House Democrats to move the tax cut bill out of the Ways and Means Committee. The Supreme Court unanimously struck down Alaska's Hire law requiring employers to prefer state residents for jobs tied to oil and gas leases and pipelines. The ruling says the statute violates the U S Constitution privileges and immunities clause as an improper local discrimination. Hawaii supported Alaska, and the decision noted many Alaskans face barriers other than outsider competition in gaining work.

Police from Cedar Rapids, Linn County and Cresco pursued Terry Raye Dye at the Howard County Fair after a tip placed him as a ticket taker and ride operator for Tom Evans Shows. Dye, 22, slipped away during the stakeout, described as 5 foot 8, blond brown hair, blue jeans jacket and T shirt, and remains at large.
