President Nixon proposed a 10 year federal aid program of about 250 billion dollars for airways facilities funded largely by higher airline ticket and fuel taxes. The plan, to be financed via a separate aviation fund, aims to cut wait times and speed travel by expanding airport development through fiscal 1970 to 1971 and beyond.
Paris AP reports that Georges Pompidou promises a more liberal foreign policy and plans to enlarge his government with new faces after a landslide victory over Alain Poher. He aims for a less abrasive style and will likely appoint Jacques Chaban-Delmas as premier, with De Gaulle praising the reform.
Fire early Sunday destroyed one boathouse and two boats at Ellis, damaging three other structures. Chief Jesse Gol said the cause is undetermined, but possibly set by unknown persons. Larry Drown reported the blaze at 3:09 a.m. at 1500 Oakland Read NE, with residents at boathouse 38 spotting flames. A red Rambler sedan was used in the robberies and a shooting at Fairway supermarket in Algona left manager Melvin Day seriously wounded. Authorities recovered two drivers licenses and two credit cards near a Jones county road. the car had been abandoned near Independence.
In New York trading on Monday the stock market fell further after an early advance faded. The Dow Jones industrial average closed down 3.68 points at 291.16, its lowest close since August 2.
The UPI report says the Supreme Court ruled Powell was properly seated, limiting Congress to constitutional qualifications. Chief Justice Warren Burger wrote that courts may review membership challenges, rejecting House power to exclude by majority vote. The decision, 7 to 1 with Stewart dissent, signals federal judicial oversight of congressional seating.
New York AP reports deck officers with the International Association of Masters, Mates and Pilots began a strike at 12:01 am in East and Gulf Coast ports. The action targets ship captains’ salaries, with union demands to guarantee the highest pay for captains. About 600 privately owned freighters, tankers and liners affected as contracts expired.

Washington AP reports Justice William C. Douglas was absent as the Supreme Court gathered to announce decisions. The press officer said Douglas was out of town to receive an honorary fee and could not be reached.
