Warm weather boosts early 1938 retail sales report
The week saw general retail gains aided by milder weather while steel and car industries showed mixed signals. Steel usage hovered near 26 percent capacity with slight improvement, motors rose after Memorial Day but carloadings dipped, and electric power declined. Retail trade advanced in many areas though overall activity lagged behind 1937 levels, with Omaha and New Orleans up about eight percent and Dallas stores around par or above.

South Warned Cotton Costs Must Be Lower
W L Clayton, a leading world cotton factor, warned at the Foreign Trade Association in Houston that the South faces a shrinking market as exports have fallen over 50 percent in a decade. He urged three steps: defend reciprocal trade, drop government cotton control except soil conservation, and produce better cotton at lower costs to attract foreign buyers. He warned that tariffs and farm acts have crippled ability to receive payment in kind and called for restoring free market flows.
