Iowa districts report seclusion use in 2015 16 data
The Education Department data show 100 Iowa districts used seclusion more than 11 000 times in 2015 16 led by Des Moines 3 051 and Council Bluffs 1 106 incidents. Cedar Rapids 612 and Iowa City 786 also reported cases with varying rates per 1 000 students. Local advocates seek rule changes while OCR investigates under reporting.
