Regents plan new funding model tied to enrollment across Iowa

Regents propose hiring a consultant to boost recruitment at UI and ISU and add 2.6 million for UNI. The 2016 budget would allocate 60 percent of state funds by enrollment, 15 percent by progress, 10 percent by access, 5 percent by sponsored research, 5 percent by graduate and professional enrollment, with 5 percent discretionary by the board. Iowa State would gain 42 percent, UNI 22 percent, UI 36 percent, with UI potentially losing up to 13 million annually during a three year transition. Tuition remains a growing share of UI and ISU funding while UNI tuition rises modestly.
