IOWA CITY Charter recall plan faces legal doubts
City Attorney Eleanor Dilkes says amendments to Iowa City charter seeking recall of the city manager and police chief every four years likely conflict with state law. She notes the timing and contract terms, while other proposals to empower the Police Citizen Review Board and push citations over arrests may require ordinance action rather than charter change. Citizens plan to submit 784 signatures by August 31 for a November vote.
