Victim Found Bound and Strangled at Workplace

Bedford informed investigators that Hebert died by strangulation and suffocation. Officers found him gagged with tape and bound by hands and feet with rope and tape, after a man who found the body reported the scene. Hylton was charged Saturday in the case.
