Understanding a municipal tax increment financing district
A TIF district zones a declining area for redevelopment with frozen base values. A city borrows funds to improve the area to attract investment. New and existing businesses rise in value, raising the district's taxable value, while the original base taxes still fund public bodies. New taxes fund TIF bond debt.
TIF Districts Used To Spur Redevelopment
The text explains that tax increment financing districts redirect increased tax revenues for district improvements. After about 20 years the district returns to the tax rolls, potentially boosting wealth and the tax base. TIFs may also support job development and training programs.
Tax increment financing figures for Cedar Rapids TIF districts
In Cedar Rapids the total taxable value of property inside TIF districts is 817.3 million dollars with a base value of 662.8 million. The increment equals 154.5 million and yields about 4.5 million annually returned to the districts for improvements or job programs, while base taxes of 21.4 million go to general taxing bodies.

The push followed the early 1980s recession and aimed to boost starting salaries.
