Record Iowa adoptions hit new high for second year
Des Moines reports 455 children adopted in 1996, a new record after 380 in 1995. Adoption manager Charl ie Carey cites department changes and eight new specialists speeding placements. State and national registries include children whose parental rights are terminated, with about 100 Iowa children in foster care awaiting adoption each month.
