Investors to Foot Stock Control Bill
Washington reports that the cost of operating federal market regulation will fall on investors and speculators. About 800,000 is available for the SEC up to January 1, with annual costs offset by a 1.5 percent turnover tax due September 1. Brokers are expected to pass the tax to clients. Semi official estimates place tax revenue above 500,000 yearly, and if cost is borne by investors they are viewed as ahead due to legal safeguards. The Senate Banking and Currency Committee notes Wall Street profits from commissions and interest totaling over 1.65 billion and 325 million respectively from 1928 to 1933, while tax revenue surpassed 100 million in the year ended June 30, 1930.
