Iowa faces $13 million loss over billboard rules
Gov. Ray awaits a Volpe decision on federal highway funds as Iowa risks a 10 percent penalty for not enacting billboard and junkyard controls on the primary road system. Legislators debated bills, with the house approving junkyard rules and the senate stalling on billboard limits. If imposed, penalties could total about $13 million nationally, with billboard controls possibly costing $30 million to purchase rights and curb junkyards.
