Lightning damaged Con Ed lines and a transformer near a nuclear plant triggering a citywide blackout. By Thursday afternoon about half of the 2.8 million customers remained powerless while officials ordered investigations and a state of emergency. Local residents, led by Alice and Fred Mally, welcomed the action after years of pressure to curb park expansion.
