An Associated Press survey gathers Iowa residents and officials blaming speed and carelessness for rising traffic deaths. Quotes urge stricter law enforcement, harsher penalties for first offenses, more patrols, wider straighter roads, and a full time county safety director to curb the fatal toll.
United States air force designates Wednesday as Ground Observer Corps day honoring 325,000 volunteers who man 19,500 observation posts and 49 filter centers nationwide. In Iowa 13,000 volunteers staff 550 posts with the state program run by civil defense official C. E. Ben Fowler and Des Moines filter center commanded by Major Frederick G. Straut.
Defense officials say full radar coverage will take years more. Air Force Chief of Staff Gen Nathan F Twining notes limited effectiveness of warning devices and growing Soviet air strength, insisting sacrifices by Americans are necessary.

Four men were injured, one seriously, when an automobile struck a gasoline powered Crandic handcar on tracks three miles south of Cedar Rapids. Injured: James Cox, George Samuelson, Robert Thompson, and Walter Wharton. Samuelson suffered a dislocated shoulder, fractured hip, and broken back. Cox head lacerations. Thompson and Wharton minor cuts. The handcar, knocked off the rails, overturned. passenger car driver Norbert Kelly of Fairfax uninjured.
Iowa's September draft quota will be about 425, matching July and August. The total called up since inductions resumed in 1950 rises to 36,821, per state selective service headquarters.
Washington. The Senate paused Monday in its rush for an August 1 adjournment to recess for an hour because it found it had nothing to do. At 1 45 p.m. there was no quorum present and the Senate recessed until 2 45 while other business was scheduled for 3 o clock.
President Eisenhower appoints a special cabinet committee to conduct a comprehensive review of federal highway and transport issues, with findings due by December 1. The move signals a coordinated federal effort to address transportation policy and related infrastructure concerns.

The City of Cedar Rapids Iowa notifies of a July 29 1954 hearing at 10 a.m. in City Hall on proposed changes to the zoning ordinance including reclassifying part of Lot Seven and irregular survey of Government Lot Six in Section 17 Township 83 North Range 7 West from B to C district. The ordinance would designate the area as C commercial and take effect after passage and publication. Attested by City Clerk AudM Krebs published July 13 1954.
