Pension law spurs faster pension plan closures and freezes
A large shift in pension funding follows the Pension Protection Act, pushing many employers to close or freeze plans faster. In 2000, stock market losses and low rates raised required funding to about 90 billion annually, increasing underfunded plans. Despite recent improvements, uncertainty about the law prompts further changes. 162 employers surveyed show 26 percent closed to new hires and 12.9 percent frozen. Critics warn of middle-class retirement erosion as Boomers face reduced benefits from pensions, 401(k)s, home equity, and Social Security.
