League Vows Over State of the City Phrase

Iowa uses tobacco settlement to pay bonds and anti smoking grant
Most of the 55 million from the 1998 tobacco settlement will fund debt on 2001 bonds for state construction projects. The state will spend 5 million this year to curb smoking with officials noting the move preserves bond funded programs.
