U S forces move Iraqi security units and voting materials to polling sites as insurgent violence rises with five American soldiers and 10 Iraqis killed on Friday. Baghdad braces under curfew, borders seal, and air security tightens with tanks Apache helicopters and jets overhead.
Adim Altalibi, an Iraqi engineer who left Iraq in 1987, voted in a Detroit metro area site on the first day of Iraq's election abroad. Hundreds of expatriates cast ballots in five U S cities amid travel, weather, and documentation challenges for overseas voters.
In Baghdad five U S soldiers died in separate attacks while a U S Army Kiowa helicopter crashed in southwest Baghdad with the crew missing. Three close associates of Abu Musab al Zarqawi were arrested and President Bush offered to withdraw 150 000 troops if the Iraqi government requests a pullout.
About 1.2 million Iraqis abroad could vote in 13 countries including the United States, with 240,000 eligible in the US. Registration lagged, under 10 percent nationwide and under 25 percent globally. Voting for expatriates runs Friday through Sunday in five US metro areas: Detroit Chicago Nashville Los Angeles and Washington DC.
Cedar Rapids Linn County supervisors plan a countywide law on sales of pseudoephedrine ether and ephedrine to curb meth creation. The measure mirrors Polk County rules and would apply countywide unless cities act separately. Supervisor Jim Houser said the panel will consider the proposal next week.
A proposed Linn County ordinance would require photo ID for ephedrine purchases and store logs for law enforcement access. The board plans a public hearing Wednesday and a vote to enact the measure. If approved, the ordinance would restrict sales of items used to produce methamphetamine.
Iowa offers 56 000 non resident any sex deer licenses at 309 50 each in 2004 and 12 166 out of state hunters applied. There are 32 500 non resident antlerless licenses at 239 50 and a bill would double any sex licenses from 6000 to 12000 generating over 1 8 million in extra revenue for the Department of Natural Resources.
Residents worry that inviting more nonresident hunters will reduce access and create deer refuges while outsiders could boost tourism and help control the expanding whitetail population. Rich Patterson of Indian Creek Nature Center in Cedar Rapids weighs in as the debate continues on Page 8A.
Gov. Tom Vilsack appoints Teresa Wahlert a Des Moines attorney and Mid-America Group executive to the Iowa Board of Regents to replace resignations over conflict of interest. Wahlert will succeed John Forsyth, Wellmark CEO, and Regent Dave Neil, amid ethics concerns and Wellmark ties.
