Culver proposes 2011 budget with no layoffs or furloughs

Gov. Chet Culver's fiscal 2011 plan preserves public safety, education and health care. The $5.321 billion budget uses savings and one time sources to fund general programs after last year's 10 percent across the board cut. It includes a 2 percent base budget boost for all 361 school districts, nearly 36.4 million for regent universities and community colleges, 16 million for expanded preschool, 10 million for kids health care, 180 million for Medicaid and about 32 million to prevent layoffs in corrections and public safety.

Budget highlights preserve tax pledge and fund schools

The plan totals 5.32 billion dollars in spending with a 382 million dollar surplus and no tax increase. It fully funds a 2 percent allowable growth for K-12 schools, commits 100 million to K-12 reserves, and allocates 6 million to community colleges and 31 million to regents institutions for 2010 2011. It authorizes 150 million JOBS bonds for infrastructure, grows Medicaid by 180.9 million, adds 10.5 million for children's health programs, and directs 32 million to corrections and public safety to prevent layoffs.
