Communists studying two phase peace plan in Paris talks

UPI reports that the United States and South Vietnam presented a two phased peace proposal in Paris. Communists asked questions and indicated willingness to study the plan though they condemned the plan as an election maneuver..Porter said an agreement in principle could be signed now with a final pact to wrap up all issues before American troops depart. Thuy and Tien criticized the plan but showed cautious interest in exploring aspects. Lam said Saigon and Washington submitted their eight point plan and seek a true response.

Iowa City Sued Over Bridge Warning Costs 24600

Bernard Owens sued the city of Iowa City and former city manager Frank Smiley in district court for 24600 claiming injuries from an auto crash on December 24, 1971. He alleges the city failed to light or warn that a bridge over a rail right of way on Lucas Street was out. This is the second suit against the city over similar accident.

Iowa Senate to Open Debate on Adult Rights Bill Amid Controversy

In Des Moines the Iowa Senate prepares to take up the Adult Rights Bill granting majority rights at 18 to 21 amid a party line clash. Sen Clifton Lamorn says a special order could be set next week with debate starting if the bill is redrawn and received shortly. Controversy centers on child support provisions and whether 18-year-olds should remain eligible for state foster care or housing while finishing school. Meanwhile Rep Schwengel nominates two area residents to West Point and Annapolis with several alternates named for the academies.

Upsurge of Fighting in South Viet Nam Reported

South Vietnamese command says 107 enemy killed across the country in renewed fighting. It corrects earlier claim that four North Vietnamese tanks were destroyed. vehicles were trucks. A highlands report notes one tank and three trucks hit. U.S. forces report five Americans wounded by a booby trap near Da Nang. A district adviser and the Mekong delta official were killed in a motorboat ambush.

Court Action Taken On Cases at Vinton

Justice of the Peace Dave Edgars court in Vinton took action on several cases. Jay Caffland of Blairstown was fined 100 dollars and costs for intoxication. Margaret Usher, 21, of Vinton received 30 days in the county jail, suspended on good behavior, for assault and battery. Robert McMeil, 22, of Vinton was fined 50 dollars and costs on two charges, failure to have control and disturbing the peace with his vehicle. Randy Dulin, 21, of Vinton was sentenced to 30 days in county jail, suspended on good behavior, for littering.

Manchester Council Meets Culver Aide

Dick Clark administrative assistant to Congressman John Culver met with the Manchester city council to discuss aid to smaller towns. He said Culver has introduced a bill to aid businesses and government in small towns for beautification and updating work and would provide a regional professional consultant to assist towns in dealing with the federal government.

Gunman surrenders after Berkeley heliport hold up

Patrick Henry McAlroy, 27, entered the Berkeley heliport with a 38 caliber revolver demanding a helicopter to Cuba and held a ticket agent hostage for about an hour. He later gave himself up after police surrounded the scene. the hostage was unharmed and McAlroy was booked on attempted hijacking and to be turned over to federal marshals.

Soviets Top U S in Steel Output for 1971

Pittsburgh AP Soviet mills produced 132.8 million tons in 1971, surpassing the United States, which yielded about 120 million tons. Meyer Bernstein of the United Steelworkers said the gap reflected the post strike slump and longer term goals, and the U S figure marked the lowest eight year output per the American Iron & Steel Institute.

Accident injures Manchester man in car crash

Steve Krogmann, 24, of Manchester was hospitalized in good condition after his car left the road, struck two utility poles on South Third Street around 11 p.m. Wednesday. The vehicle was demolished in the crash.
