The Linn county board of supervisors contracts with Iowa Data Processing Corp of Cedar Rapids to provide registered voter lists for elections for one year with annual extensions unless terminated. Chairman George Clifford cites about 1100 dollars per election and notes the county avoids using its own data processing department to save money, with potential in-house work after the primary election.
John B. Ryan, 24, formerly of Marion and now in Des Moines, who served five days for appealing a $35 municipal court speeding fine, has appealed to the Iowa Supreme Court. He was arrested last July for riding a motorcycle 70 mph in a 35 mph zone on the 400 block of First Avenue East.
A Japanese rightist hurled a firecracker at Soviet Foreign Minister Andrei Gromyko's car near the imperial palace in Tokyo. No injuries or damage occurred. Ketsuo Yamada, 30, of the Japan Patriotic party, was arrested and cited as protesting Russia's postwar claim to four small islands near Hokkaido. In Nagoya a rightist Jeep rammed a police car escorting Gromyko.
The White House is not actively involved in EEOC enforcement amid internal disagreement over the best approach. Civil rights and labor groups argue the agency needs stronger power. Dominick says court enforcement would be faster and more effective than cease and desist orders and would keep administrative and judicial functions separate.

Grace E. Wymore, 89, longtime Cedar Rapids resident before moving to Davenport, died after a short illness. Born Oct 23, 1882 in Hebron Neb she married Bert Wymore in Barnes City in 1902. Zella Beans Torbert, 59, Cedar Rapids resident three months, died after brief illness. Services pending for Torbert. Wymore services in Davenport Friday.
Margaret Evans age 75 of 1107 Cheyenne road NW died suddenly Tuesday in England during a visit to her son. Survivors include two sons A John Evans Cedar Rapids and P J Evans London England and four grandchildren. Services will be held in England.

DES MOINES Iowa senate 40 to 3 approved a bill allowing the Iowa commerce commission to set interest on refunds from rate increases set by utilities and later judged excessive. Amendments to block rapid increases were defeated. The measure would set 5 to 9 percent interest and aims to curb utilities delaying hearings to use customers money at low rates.
TOLEDO Ohio AP The mauling death of Richard Hale 19 in the polar bear grotto at the Toledo zoo was ruled accidental by Lucas County Coroner Dr Harry Mignerey based on a court ruling about drug influence. Faint methadone evidence was found and Hale had a history of drug use.
Cedar Rapids youths, 16 and 15, were arrested Tuesday after a chase in a car reported stolen ten minutes earlier. Deputies pursued along Eleventh Street SW to a T intersection where the teens fled into trees. The 16-year-old driver was captured after a foot chase. the 15-year-old passenger followed minutes later. The older youth was jailed for probation staff, the younger released to parents. The stolen car belonged to Evelyn Richards of 814 Tenth Avenue SW.
Fire on the 20th floor of a 34 story building damaged the Hurok offices with five rooms extremely affected. Two injured treated at Roosevelt hospital in serious condition. Early reports say fewer than 30 people were present. evacuations hindered by a single operating elevator. Jewish Defense League activity linked to past protests noted. Kremlin liberalization and large Jewish emigration to Israel cited as context.
President Nixon outlined an eight point plan for ending the Vietnam war stressing withdrawal of U S forces, prisoner exchange, cease fire, and a new South Vietnamese presidential election to be overseen by an independent body with international supervision. The plan also includes adherence to Geneva accords and an international conference to guarantee rights and peace in Indo China. Thieu signaled some accord while Viet Cong factions could run in the proposed election, and talks in Paris have stalled after continued mediation efforts.
