Constables in Linn County to Serve Papers Policy Shift
Linn county Sheriff Waller Grant announced on Tuesday that he will discontinue serving papers for Oxpeare offices in Marion township, forcing township constables to perform the service. The move follows a public letter criticizing the Iowa code that obliges constables to serve papers while sheriffs may do so. The policy, effective next Monday, comes after a recent pay raise for constables and notes a heavy workload in the sheriff's office. Marion township, with a population over 10,000, is the only township in Linn where constables are salaried in addition to fees earned.

Gunfire in Uganda Still Continuing
Sporadic gunfire persisted in Kampala less than a day after a military faction overthrew President Milton Obote. Reports cited fighting 40 miles from the city, patrols by armed forces, and uncertainty about Obote's overthrow as the new government offered little comment. Brig. Gen. Idi Amin led the coup with Inspt.-General William Oryema, amid casualties and a changing regional response as Obote sought refuge abroad.
