Rates of youth violence arrests referrals and hospitalizations fallen nationally and in a six county district led by Linn and Johnson counties. In 1999 the 6th Judicial District logged 2145 juvenile court referrals down 15 percent since 1991 and over 35 percent from its 1995 peak.
