The Iowa House approves a 60 percent tax assessment measure amid a push to steady tax administration until a broader reform. The bill aims to limit public spending increases and protect cities like Cedar Rapids from sharp cost rises while delaying full overhauls to satisfy court rulings.
Hanford MacNider former national commander of the American Legion testified before the house foreign affairs committee that passing the lease-lead bill in its present form would be “hoisting the white flag of surrender for free men everywhere.” Charles L. McNary, senate Republican leader, announced opposition in its present form, aligning with Norman Thomas who warned the bill equates to undeclared war.
Thomas calls the United States move to lift the moral embargo on Russia amazing and says it is appeasement of the first water possibly justified by state secrets he does not know.
Senate leader McNary returned to Washington from California where he is recovering from illness. He told reporters he opposes the lend-lease bill as written, fearing concentrated power, and urged modification after debate. McNary supported aid to democracies by all methods short of war while aiming to keep the U S out of mass murder in global conflicts.
Adjutant General Charles H. Grahl told The Cedar Rapids Gazette that Iowa hopes to meet the February draft quota of 723 with volunteers only. Boards that contribute extra volunteers by June 1 will be compensated, while boards failing to meet targets will supply inductees later. Detroit report says Mark A Smith president of Kiwanis International urged Tuesday night that Great Britain be supplied with war materials at speed to bolster the Allied effort.
Prime Minister Winston Churchill told MPs that about 4,000,000 armed and uniformed personnel in the army and home guard now defend Britain from invasion. He noted factory capacity for continuous war supply, and said manpower controls would shift workers to new production while keeping Britain ready for overseas deployment.
