Water Pipes Freezing in City as Thawing Efforts Grow
The text notes thawing of frozen water pipes in Hiawatha with high-amp welders used on metal mains though plastic lines fail. Contractors charge 30 dollars an hour with a minimum. Sewage lines also freeze and two broken mains were repaired at Twelfth Street Lincoln Avenue NE and Fifth Avenue Seventh Street SW. The central fire station garage needed thawing after paving lowered the grade.

Ford Budget Plans Face Tax Shifts and Lawmaker Pay Hikes
Ford proposes a net tax reduction of 47.5 billion across 1981 and 1982 offset by higher social security taxes, plus a 2 billion rise in energy outlays for 1978. Budget director James Lynn notes the aim to keep Americans’ tax share steady, with notable rebates for a family of four on 1976 taxes and the potential for automatic pay raises for officials if Congress does not block them.

Ray Seeks Larger City Share Of Road Fund In Iowa
Gov Robert Ray outlined road funding ideas to Iowa reporters aiming for cities to receive up to about 22 percent of the state road fund. He proposed tying the gasoline tax to a percent of pump price to raise roughly 50 million dollars more, protecting counties and the primary system from losses. Current splits are 38 percent to counties and 47 percent to the primary system from a roughly 300 million annual fund. The governor signaled next steps and potential revisions, including a reclassification of roads and a needs study to adjust distributions. Two Linn County drunk driving cases resulted in penalties ranging from suspended sentences and fines to new offenses. 30 years ago, a tax-rate prolongation on liquor, jewelry and furs passed committee.
