Ford bills $440 billion budget for 1978 defense push and tax cuts

President Ford sent Congress a $440 billion 1978 budget proposing a 7 percent spending rise and a $12 billion defense boost aimed at the B 1 bomber and MX missile development. The plan forecasts a $47 billion deficit for 1978, with Carter likely to revise after taking office. Tax cuts total $47.5 billion over six years, while many reductions face doubt in a Democratic Congress. Carter aides say revisions will focus on jobs and new programs, not a full budget rewrite.
