Wallace Sees War Forcing Big Shifts In Farming
Wallace in his final annual agricultural report warns war driven changes may force large scale shifts in crop production and reforms of New Deal farm programs. He notes reduced foreign markets, rising competition, and a need to trim acreages of cotton wheat and tobacco while avoiding wasteful surplus. He calls for broader restructuring of farming regions and price policies with certificates to boost domestic income while letting markets set surplus prices.

He cites cotton, wheat, rice, peanuts, prunes, raisins and tobacco, while noting corn needs alternate methods. He warns postwar shocks, urges crop adjustment, soil conservation and rural aid to keep domestic prices above world levels. He calls for science, large scale crop shifts and market expansion.
