Branstad's Budget Proposals Target Lottery Funds And Taxes

Gov. Terry Branstad's Condition of the State calls for a 2 cent rise in motor fuel taxes over two years, higher pickup truck registration fees, and several targeted funds. It seeks to use lottery profits for small business financing, retrain unemployed residents, rural development, and tax relief for certain annuities. The plan caps non economic and medical damages, shifts capital gains treatment, and increases university funding and tuition grants while funding a new state historical building and kindergarten pilots.

Storm strands hundreds of Howard-Winneshiek students

About 200 to 250 students from the Cresco area were stranded Tuesday as buses were recalled during Iowa's heavy snowstorm. Winds gusted to 40 to 45 mph reducing visibility to near zero, with many youths housed at Cresco High, Schley, or local homes.

Truck driver and van collide at C Street and 12th Avenue

James Simoens, 49, stands by after his truck was struck by a van at the C Street and 12th Avenue SW intersection. Karen Stracka, 49, was eastbound on 12th Avenue when the crash occurred at 9 39 a m. She was taken to Mercy Hospital in good condition. No charges filed.

Missing $30,000 in Tama County funds revealed

Tama County investigators report at least $30,000 missing from the Treasurer's Office dating back to January 1987. Records have been seized. no charges or warrants issued. Treasurer Pauline Reinig declined comment. Authorities include Tama County Attorney Brent Heeren, the Tama County Sheriff's Department, State Auditor's Office, Iowa Division of Criminal Investigation, and Mosebach Griffin Co.

A Baylor University Medical Center team reported that laser light with a non toxic dye can destroy viruses including AIDS in blood without harming it. The method is experimental and tested only in the lab but could process about a pint every 15 minutes for blood banks.
