Urban revival plan eyed with tentative White House approval

The White House signals in principle support for up to 75 enterprise zones in distressed urban areas offering tax breaks to lure firms and create jobs. Simultaneously a $1 billion AFDC cut package aims to impose workfare, cap benefits at age 16 for a child, and treat certain federal aid as income, narrowing the welfare program’s reach to curb deficits.
