Carter backs scaled tax rebate plan changes

Rebate plan shifts as Ways and Means rewrites tax parts

The Ways and Means committee debated phase out of a $50 per person rebate under Carter’s $31.2 billion stimulus plan. They voted 17 to 9 to end the full rebates above $25 000 income and extend payments to roughly 11 million AFDC recipients. They also proposed a flat standard deduction of 2200 for singles and 3000 for couples and warned many singles could see higher taxes.

Anglican Archbishop Among Ugandan Plotters Killed in Crash

NAIROBI Kenya The Anglican archbishop of Uganda Janani Luwum and two Ugandan government ministers accused in a plot against President Idi Amin were killed in a car crash near Kampala. Radio Uganda said the Range Rover overturned after a collision with another car. A Maj. Moses was injured. The incident drew calls for a UN inquiry into human rights abuses in Uganda.
