Iowa legislators propose a bill to grow Linn County from three to five supervisors and switch from at large to district elections with the secretary of state drawing districts. Voters would decide only if they want part time or full time status, and Linn would be the only county affected. Linda Langston says the plan limits citizen voice and could require tax increases to fund two new seats.

Iowa’s first outsourcing study shows more than 700 manufacturing positions left the state in 2004 for Mexico where wages are lower. The survey, begun by Iowa Workforce Development after layoffs of 20 or more, found no documented outsourcing in traditional white collar jobs. The report notes concern over service jobs moving offshore.

The Home Rule Charter Commission voted 11 to 4 to adopt a city manager form, with a full-time manager, part-time council and likely part-time mayor. They rejected a strong mayor option as unsuitable for Cedar Rapids with a 280 million dollar budget. Voters will choose between the charter plan and the current commission system later this summer. The panel aims to present the charter to the City Council by May 5.

A nine member part time City Council would hire the manager and approve policy, with the mayor among them and no veto. Ward and at large seats set four year terms with runoff elections where needed to ensure majority. The approach aims to separate politics from administration for efficiency.
