Cedar Rapids key food processors face rail car shortages caused by eastern blizzards and a frozen Mississippi River. Quaker Oats, National Oats, Corn Sweeteners, and Cargill report potential production curtailments as boxcars and barge traffic remain limited.
In the harsh winter some mobile homeowners face frozen water pipes and frost in cupboards. The James Mortons of Hiawatha report such problems, with more detail and photos on the picture page.
Senators Jacob Javits and Alan Cranston and Representative Edward Koch urged President Carter to pursue decriminalizing marijuana and allowing non profit transfer in small amounts. They called for early action and a broad drug policy plan. The Weather section notes partly cloudy skies with teens tonight and upper 20s to low 30s Friday.
Des Moines Democratic leaders George Kinley and Jerry Fitzgerald released a 20 item list of priorities for 1977 78 at a joint news conference. The plan omits highway funding and school reorganization details while noting these issues may be tackled under other items. It also excludes repeal of the right to work law despite past labor support.
Federal Reserve Chairman Arthur Burns described President Carter's 31 billion dollar program as inefficient but said the Fed would cooperate to create jobs and growth in 1977. He praised parts of the plan while questioning the 50 tax rebate proposal and warned against treasury financing.
The Carter administration orders immediate action to move natural gas to hard-hit states and taps Mexico to supply 40 million cubic feet daily plus 600 000 barrels of crude oil. Mexico may provide 2 million more barrels if transport by ships is found. A White House probe into shortages is planned but not yet launched.
President Carter urged a WWII spirit to unite the nation and tackle problems through cooperation. He outlined plans to shrink top government staff, cap federal employees, pursue energy reform, tax changes, and a comprehensive welfare overhaul with 90 day initial reports and open administration.
