Shoppers like Jennifer Hoskin noted slower activity and more available parking, while others kept winter gear on indoors.

The Central Corridor Overlay District will shape Seventh Avenue to Wal Mart along Highway 151 with minimum lot sizes of one acre and 200 foot width. Parking and loading must be hidden from view and set back at least five feet from streets. Signs will be reduced and design calls for brick or stone exteriors. The overlay becomes effective after two more council readings and only affects new development begun after adoption.
