Ombudsman urges new rules on jail restraint practices
The Gazette reports state Ombudsman Bernardo Granwehr calls for tighter jail restraint standards and better mental health support after a four year probe into Boone and Webster county jails. Investigators found full-body restraints used beyond safety needs, with complaints of long chair holds, limited food and bathroom access.
