Husbands Work Under Negative Income Tax in Rural Study
The AP reports results from a three year HEW welfare experiment with 800 rural families in Iowa and North Carolina. The study finds more husbands and farmers kept working despite payments, while wives and children often reduced labor. Nutrition and schooling improved for North Carolina children. Iowa families showed limited change. Average family income was 5660 with over 90 percent from wages. husbands supplied 78 percent of income, wives 16 percent, dependents 2 percent. Ninety five percent of husbands and 48 percent of wives worked.
