Question of Responsibility Center of Hiring Dispute
A Cedar Rapids dispute over police hiring tests centers on whether the civil service commission did enough to include minorities. EEO officer Jennie Cassell and Human Rights Commission secretary Mark Boolin urged expanded testing access, while the commission defended fairness and rejected special accommodation. Mayor Don Canney questioned who bears recruitment responsibility amid a plan for broader minority outreach.
