Summit wins. counties barred from CO2 pipeline ordinances
A federal judge permanently blocked Shelby and Story counties from enforcing local setbacks and safety rules for carbon dioxide pipelines. Summit Carbon Solutions sued, arguing state and federal authority over pipeline safety limits local ordinances. The rulings require the counties to halt enforcement and notify staff within 10 days, signaling federal state primacy over local rules in major infrastructure projects.
