A parent opinion survey of 103 Cedar Rapids district households shows 94 of 100 respondents generally satisfied with their children's education. The report notes concerns over funding, with half of respondents not voting for local tax increases and a majority supporting state tax funding to lower property taxes.
Cedar Rapids Community School District may face a shortfall up to 283000 due to lagging property tax collections. Secretary Otto Wiedersberg told the board payments are about two percent behind last year, noting county-level delays while urging that payments may pick up next month and that the district could cover the gap from the secretary’s fund or issue warrants.
The Cedar Rapids Community School Board approved wage deals for district painters and carpenters with new hourly rates of 5.20 and 5.52, plus fringe benefits bringing actual rates to 6.22 and 6.65. Retroactive pay from July to December will be issued, with painters at 350.96 and carpenters at 362.88. Teachers may also receive retroactive pay once Congress approves.
The Cedar Rapids public library provides 5276.59 to the district to acquire and place drug abuse materials in kindergarten through sixth grade media centers of public and parochial schools. The district will coordinate placement and use these materials in day to day instruction with support from a Title I Library Services Construction Act grant of 12269.84.
General William C. Westmoreland, former Vietnam commander and current army chief of staff, will address 60 Des Moines civic leaders Tuesday night. A chamber spokesman said confirmation was delayed in Washington and that Westmoreland would arrive shortly before 5 15 p.m. at the air national guard hangar, hold a news conference, and speak to the Greater Des Moines committee at 7 30 p.m. He plans to depart Des Moines at 10 p.m.
A committee of Elkader business men led by Robert Gray plans to appeal to the Interstate Commerce Commission to keep the town's rail service running. Lee Probert is secretary treasurer and residents are urged to request an open ICC hearing.

The Washington school board approved a one semester pilot allowing high school students to take a single course up to five semester hours on a pass-fail basis next semester with parental permission. Students earn an R for credit or an N for no credit based on satisfactory completion, aiming to reduce fear of poor performance.
The board considered pass-fail grading with concerns about teacher attention to pass-fail students and student performance under the system. Robert Barber and other members urged evaluation and a trial period. Jefferson and Kennedy high schools also seek board permission to試 implement similar experiments in the second semester.

Washington sources report E T Klassen, a U S Postal Service board member and former deputy postmaster general, will become postmaster general succeeding Win ton Blount. Blount resigned in October to run for the U S Senate in Alabama. Klassen previously led American Can.
