Seat belt use rises as safety culture grows nationwide
Government data show 73 percent of front seat occupants wore seat belts this summer, the highest since recordkeeping began seven years ago, up from 58 percent. Iowa reports 78 percent compliance, and overall highway fatalities have fallen amid tougher laws and airbags.

Vandals blamed for Kansas freight train derailment
A Burlington Northern Santa Fe freight train carrying hazardous materials derailed after striking a backhoe left on the tracks near Mulvane south of Wichita. About 120 residents evacuated as a chemical fire burned three engines and 10 cars. two deputies sought treatment for breathing issues. Officials worry about sodium hydroxide in the wreckage and assess the cargo including carbon dioxide and perfume products.
